There is also the possibility of violence in the south-central Indian state of Andhra Pradesh as civil unrest continues over the contentious issue of statehood for the Telangana region. The Department recommends that U.S. citizens defer all non-essential travel to Telangana and certain parts of Hyderabad (especially the Assembly and Secretariat, Osmania University, Panjagutta, and Ameerpet areas). The Telangana Region includes the districts of Rangareddi, Warangal, Medak, Nizamabad, Karimnagar, Adilabad, Khammam, Nalgonda, and Mahbubnagar. There has also been sporadic unrest in the coastal Andhra and Rayalaseema regions, most notably in the cities of Vijayawada, Visakhapatnam, Guntur, Ongole, Kurnool, and Chittoor.

Andhra Pradesh continues to experience episodic civil unrest as pro- and anti-statehood political groups rally supporters to their respective causes. A number of strikes have shut down schools and businesses, making it at times difficult to obtain essentials such as gasoline. Protesters have targeted public transportation, attacking trains and burning numerous buses. Public transportation networks have been forced to shut down several times. There have been repeated clashes between police and protesters, damage to private property, and a number of deaths and injuries associated with the disturbances. Government security forces have been augmented in many parts of the state, especially in Hyderabad and in the Telangana region.

U.S. citizens resident or traveling in Andhra Pradesh during this period are reminded to maintain a high level of security awareness at all times and avoid political rallies, demonstrations, and large crowds of any kind. U.S. citizens should monitor the situation via media sources, including TV and radio and via the Internet.

Chiranjeevi resigns as MLA of Andhra assembly





Actor-turned-politician Chiranjeevi on Thursday resigned as MLA of Andhra assembly.

"Andhra has never seen political crisis like this in history," the Praja Rajyam Party chief said adding "the onus is on Congress to explain unilateral action taken."

"I will support the Samaikya Andhra agitation in spite of threats to the film career of my son and other family members. If they want to attack me for being an artiste and a politician, so be it," he had said earlier.

On Wednesday morning, the Chiranjeevi announced that he would begin a hunger strike in support of "a United Andhra" at Tirupati on Thursday morning. That offer was quickly withdrawn when various pro-Telangana groups warned that no movies with any connection to Chiranjeevi would be screened in Telangana, a key territory for film distributors.

Chiranjeevi's passion for One Andhra is newfound. He fought the Lok Sabha elections this year on a promise of statehood for Telangana. He had also expressed his support for a Telangana state at an all-party meeting before the Centre sanctioned the new state. His switcharoo is by no means the only one that's stumped Andhra. Chandrababu Naidu has also done a complete U-turn after close to 50 of his MLAs resigned in protest against the Centre said yes last week to a new Telangana state.

On Wednesday morning, Chiranjeevi mets MLAs from his Praja Rajyam Party (PRP) ; 16 of the MLAs from non-Telangana regions have resigned in protest against a government proposal to create a new Telangana state.

There was high drama in parliament on Tuesday after Congress MP Y S Jaganmohan Reddy made common cause with his bitter rivals, the Telugu Desam Party (TDP), to press for a united Andhra Pradesh, even as he said he stood for a "Golden Telangana" - without specifying what he meant by this.

The division in the Congress ranks was more than evident as party MPs clashed in the Lok Sabha over the Telangana issue, forcing the adjournment of the house for 10 minutes.

Telangana figured in the Rajya Sabha too, with the Bharatiya Janata Party (BJP) accusing the government of "playing with the sensitivities of people" on the issue and reiterating its demand for a roadmap on the creation of the separate state.

On his part, Jaganmohan, son of the late Andhra Pradesh chief minister Y.S. Rajasekhara Reddy, shook hands with the TDP MPs, took a placard from them and waved it near Lok Sabha Speaker Meira Kumar's podium to establish the point that "we want a united Andhra Pradesh".

Outside parliament, however, he told reporters that he stood for a "Golden Telangana".

Pressed to explain what exactly he meant by this, Jaganmohan Reddy resorted to semantics.

"What I want is to work towards a 'Golden Telangana'. I want everybody (in Andhra Pradesh) to be together as brothers and sisters. They are all my brothers and sisters. I do not want to lose any of my Telangana brothers and sisters," he said, adding that he wanted all the people of Andhra Pradesh to live as "one family".

The Kadappa MP said he did so as he felt that if he did not join hands with TDP MPs, they alone would become "champions" of the united Andhra Pradesh movement that strengthened in the state after last week's announcement of Home Minister P Chidambaram that a separate Telangana state would be formed.

The Telangana issue surfaced in the Lok Sabha as zero hour began, with TDP MPs storming the speaker's podium to vociferously protest creation of a separate state. They were soon joined by several Congress MPs from Andhra Pradesh, including Jaganmohan Reddy, who was seen waving a placard reading "We want united AP".

When some Congress MPs from Andhra region, led by K.S. Rao, tried to raise their voices and rushed towards the podium, Parliamentary Affairs Minister Pawan Kumar Bansal tried to pacify them and asked them to return to their seats.

Some MPs from Telangana led by M. Jagannath also raised their voices, leading to an angry verbal exchange between Congress MPs who found themselves on opposing sides of the Telangana issue.

The ruckus forced the speaker to adjourn the house at 12.20 p.m. for 10 minutes.

Jaganmohan also downplayed the complaint against him by Congress MPs from Telangana, and said all of them are brothers and "tomorrow we will patch up."

Earlier in the day, Congress MPs from Telangana region sought action against Jaganmohan for colluding in the Lok Sabha with TDP MPs who opposed a separate state.

Raising the Telangana issue during zero hour in the Rajya Sabha, BJP member M. Venkaiah Naidu said: "What is happening in Andhra Pradesh is a matter of anguish. The government of India has complicated the issue. The state is in turmoil, students are on strike. More than 130 MLAs seem to have resigned. The assembly was not able to function and was adjourned sine die."

"The government is playing with the sensitivities of the people. The government of India has behaved in a most irresponsible and immature manner. This is not the way to deal with the situation. I want the government to come out with a roadmap (on the Telangana issue)," he added.

Naidu, who belongs to Andhra Pradesh but represents Karnataka in the Rajya Sabha, made a similar demand last week.

Congress sniffs Jagan role in Telangana fire....

The Congress high command will wait for the volatile situation in Andhra Pradesh to fizzle out before going ahead with the formation of Telangana, sources said on Sunday.

But saying the party high command would not take lightly the revolt by its leaders in the state, sources claimed the 'mastermind' of the political drama was Y. S. Jagan Mohan Reddy, CM hopeful and the son of former Andhra Pradesh chief minister, Y. S. Rajasekhara Reddy.

Ruling out reports that the Centre would intervene and impose President's Rule in the state, Congress sources said the party would respond to the wave of resignations of MPs and MLAs in opposition to Telangana "at the appropriate time". They brushed aside fears of a constitutional crisis because of the resignations which put the K. Rosaiah government into minority and said the issue would be sorted out through talks with all the parties concerned.

A senior Congress leader maintained that the party, as well as chief Sonia Gandhi, could not go back on the decision to form Telangana without losing face.

"We were under the impression that there was consensus on the issue when the announcement was made, so these resignations have caught us by surprise. We will, however, work out a solution," he said.

Congress leaders said the resignations was a slap in the face for the high command.

Guntur MP Rayapati Sambasiva Rao, who had initially said he did not oppose Telangana, did not help matters too. He upped the ante on Sunday by stating: "We did not expect Sonia to give Telangana.

She has betrayed our trust." Congressmen said such a revolt was a first in their party and the high command would neither take it lightly nor let the nay-sayers go scot free. "Sonia will not give in to such tactics. We feel that if the situation continues to be out of hand, the resignations of a few MLAs will be accepted and all the rest will immediately fall in line, as no one wants to lose power," a leader said.

But Congressmen, both in New Delhi and in Hyderabad, are quite clear that the force behind the entire "resignation drama" was Jagan Mohan Reddy, for he wanted to show his clout and get the national leadership to replace Rosaiah with him.

"All these events are just match-fixing and Jagan is behind all of it. He thinks he can become CM and convince Telangana proponents to go back on their demand by using his father, YSR's legacy. But he miscalculated and now, the movement has gone out of his hands as well," another senior Congress leader said.

225 legislators will oppose Andhra division: Lagadapati




Congress MP from Vijayawada L Rajagopal said on Sunday that 225 Andhra Pradesh legislators would oppose the resolution to bifurcate the state for Telangana if the motion is put to vote in the state Assembly.
Stating that the decision to initiate the process for formation of a separate state was taken by the United Progressive Alliance (UPA) Government and not by the Congress leadership, he demanded that the resolution be moved in the Assembly and members be allowed to cast their vote according to their conscience.

"In the 294-member assembly, 225 members will oppose the resolution," Rajagopal asserted while addressing a news conference in the Capital.

The industrialist MP claimed that 50 legislators from Telangana besides 175 from Andhra and Rayalaseema regions would vote against the resolution.

This was Rajagopal's first public appearance after he submitted his resignation to the Speaker three days ago.

He also announced his plans to launch a hunger strike in Hyderabad to oppose the proposed formation of Telangana state.

Rajagopal, one of the richest politicians in the country, said there would be a by-election to his Lok Sabha constituency as he had submitted his resignation and added that he would not contest again.

"I have submitted my resignation letter to the speaker and I can't disclose what transpired between me and the Speaker as I am bound by the constitution," he said.

Rajagopal also requested the Congress leadership to field a candidate from Telangana region in the by-elections to prove that people wanted to keep the state united.

Rajagopal denied that he was opposing formation of a separate Telangana as his Lanco Group of industries had made huge investments in Hyderabad.

"Now I have decided to join the movement (against division of the state). Hyderabad (which is proposed to be the capital of Telangana, when created) is the mother and the 22 districts of Andhra Pradesh are her children. We will not betray our mother," he said.

Andhra Pradesh on Saturday plunged into an unprecedented political crisis with all the ministers from the Andhra and Rayalaseema regions deciding to resign to protest the Central Government's decision to grant separate statehood to Telangana.

At a meeting in Hyderabad, all 20 ministers from the two regions decided to submit their resignations to Chief Minister K Rosaiah.

Minister for Municipal Administration Anam Ramnarayana Reddy told reporters that they would meet Rosaiah to convey their decision and submit their resignations.

"There is pressure on us from the people to join the movement for a united Andhra Pradesh and hence we have decided to quit," he said amid the growing unrest in the two regions.

Three ministers later met the Chief Minister and conveyed their decision to him. Rosaiah, however, advised them against taking a decision in haste.

No directions to move Telangana resolution: Rosaiah

Giving a new twist to the row over a seperate Telangan stage, Andhra Pradesh Chief Minister K Rosaiah said on Friday that he had not received any directions from the Central Government to move a resoulution in the state Assembly.

Facing a serious political crisis triggered by mass resignations of legislators from Andhra and Rayalaseema regions, Rosaiah said Home Minister P Chidambaram had only said that the process for formation of Telangana state would be initiated.

"I have not received any written orders to move a resolution in the assembly. It is a process and it can't be done in one day," Rosaiah told reporters, reiterating that such a resolution can be moved only after consensus.

He appealed to legislators of all the parties not to resign in anger.

"All parties should cooperate to ensure that the administration does not come to a standstill and the development continues," he said.

To a query, he said his government had not been reduced to minority as the resignations of the legislators were not yet accepted by the Speaker.

As many as 130 legislators of the Congress, the Telugu Desam Party (TDP) and the Praja Rajyam Party (PRP) have submitted their resignations to the speaker to protest the decision to carve Telangana out of Andhra Pradesh.

Rosaiah said there was also a proposal to revive the legislature committee to look into the demand for separate Telangana state and related issues.

There are reports that around 56 Congress, Telugu Desam Party(29)and Prajarjyam Party(11) MLAs have resigned here in protest against the Centre's acceptance for a separate Telangana State.

Under tremendous pressure, the Centre late on Wednesday night accepted the demand of Telangana Rashtra Samithi (TRS) chief K Chandrashekhar Rao for the formation of a Telangana State.

L Rajagopala, a Congress MP from Vijayawada has expressed his desire to resign and conveyed his message to the Lok Sabha speaker. It has been speculated that around five more MPs from Andhra Pradesh may join Rajagopala and hand over their resignations protesting against the Central government for approving the Telangana issue.

Rajagopala, the Congress MP is an industrialist turned politician and with he always firm against the formation of a Telangana State, the members of the TRS supporters have attacked his house in the past.

Andhra Pradesh Congress Chief D Srinivas however, refused to accept that the party members had resigned or have any plans to resign.

"All must reconcile now that the decision has been taken. There are no resignations. Please give them time to understand the decision," he added.

Meanwhile, the MPs from Telangana met Congress President Sonia Gandhi and Prime Minister Manmohan Singh in New Delhi to express their delight and thanked them for the decision taken.

Process of forming Telangana to be initiated


The Centre on Wednesday night announced that the process of forming the State of Telangana would be initiated and an appropriate resolution moved in the Andhra Pradesh Assembly.

Home Minister P. Chidambaram, who announced this after a day of hectic parleys, was, however, non-committal on when the resolution would be moved.

Caught between a rock and a hard place, the Congress blinked after a series of meetings in the face of escalating violence in Andhra Pradesh and several appeals to Telangana Rashtra Samithi (TRS) president K. Chandrasekhar Rao to call off his 11-day fast. He has since called off his fast.

Further, according to the Minister, the Centre has requested the Chief Minister to withdraw all cases filed on or after November 29, 2009, against all leaders, students and others associated with the agitation. “The Chief Minister has informed us that he will take necessary steps in this regard,” Mr. Chidambaram added.

Stating that the government was very concerned about the health of Mr. Rao, the Minister requested him to withdraw his fast immediately. He also appealed to all sections, specifically students, to withdraw the agitation and help restore normality.

Earlier during the day, Congress leaders were said to have contacted the TRS leadership with the offer of Assembly resolution, even as some of them met MPs from Rayalseema and coastal Andhra in an effort to bring them round.

Chief Minister K. Rosaiah, who reached the capital in the afternoon, was also called in for discussions by Prime Minister Manmohan Singh and Congress president Sonia Gandhi, while pro and anti-Telangana MPs of the party approached the leadership with their petitions.

As the agitation was spearheaded by students and their leadership was still emerging, the government found itself hemmed in because there was no clear point person to whom its emissaries could speak to defuse the situation.

Political vacuum
For the Congress, the resurgence of the movement for Telangana is a stark reminder of the political vacuum created in the State by the death of Y.S. Rajasekhara Reddy. This sudden spurt is being attributed to efforts by the TRS and other forces sidelined in the YSR era to stage a comeback, after the Lok Sabha and Assembly elections signalled the thumbs-down for the movement.

The election results were cited time and again by the Congress as a testimony to the fact that statehood for Telangana did not have the kind of support it once had. At the same time, the Congress conceded the differences within the State unit on the issue.

48-hour Bandh in Telengana... The Situation is out of control...




Normal life in entire Telangana region, including twin cities of Hyderabad and Secunderabad, and the adjoining areas of Rangareddy and Medak was seriously affected as Telangana Rashtra Samithi(TRS) called for a 48-hours bandh from midnight lastnight demanding separate statehood. All business establishments, hotels and restaurants, markets, petrol pump stations, bank ATMs and cinema halls remained closed.

Government and private degree colleges, universities and other educational institutions were already closed as the government declared 15-days holidays from yesterday in view of the volatile situation. Today being Sunday, it was a relief for employees of Government and Banks, Public Sector Undertakings and IT companies. Prohibitory orders were clamped in the twin cities yesterday in view of 'Black Day' today on the 17th anniversary of the demolition of Babri Masjid. The state-owned Andhra Pradesh Road Transport Corporation (APSRTC) buses had suspended district and city services in all Telangana districts, forcing the commuters to depend on three-wheelers which were charging exhorbitant rates from the public.

According to the South Central Railway (SCR) the movement of the Kerala Express, AP Express and one goods train were delayed for a few hours at various stations in the Karimnagar area as the agitators blocked the tracks as part of their 48-hour bandh call given by the TRS.

The agitators stopped the AP Express and a Goods train at Uppal in Karimnagar district and the Kerala Express at Bellampally in Adilabad district. However, the trains were cleared following intervention by the police.

TRS chief KCR arrested ahead of 'fast unto death' for separate statehood for Telangana...Situation in Telangan is un controlled


Telangana Rashtra Samiti (TRS) president K. Chandrasekhara Rao was arrested on Sunday in Andhra Pradesh's Karimnagar district when he was heading to Medak district to launch a 'fast unto death' to demand separate statehood for Telangana region, police said.
Chandrasekhara Rao was first taken to Warangal. But in view of the tense situation, he was later taken to Khammam district, a police official said. KCR, as Rao is popularly known, was going to Siddipet town in Medak, about 100 km from here, when he was taken into custody by the police on the outskirts of Karimnagar town amid high drama.

The Mahabubnagar MP had vowed a fight to the finish by sitting on a fast unto death from 11am near the Martyrs Memorial at Siddipet.TRS ideologue Jayashankar, TRS floor leader in assembly E Rajender and party legislator and KCR's son Tarakarama Rao were also arrested.Police personnel, including the Rapid Action Force (RAF), used force to disperse and arrest dozens of KCR's supporters who had squatted on the road to prevent his arrest. Two workers also doused themselves with petrol in an attempt to immolate themselves.Police held hundreds of party leaders and workers in different districts of Telangana when they were heading towards Siddipet.Tension prevailed in Karimnagar, Warangal, Medak and other districts of Telangana as TRS workers took to the streets, damaging buses to protest KCR's arrest.Fearing more violence, police have sounded an alert in Telangana region, comprising 10 districts including Hyderabad. Personnel of the elite anti-Maoist force, Greyhounds, have also been deployed to deal with the situation. In Siddipet, TRS legislator Harish Rao and other leaders launched a fast unto death after hearing about the arrest of the party chief."The arrest of KCR will not stop the movement. He will continue his fast even in jail and we will continue our fast here," Harish Rao told reporters.

TRS, which was floated by KCR in 2000 to revive the movement for separate statehood to Telangana, has given a call for the shutdown in the region on Monday.In Hyderabad, KCR supporters damaged the statue of former chief minister Kasu Brahmanand Reddy, who is blamed by Telangana protagonists for suppressing the violent Telangana movement in 1969.

Tension also prevailed in Osmania University here on Saturday night as students supporting the demand for separate Telangana tried to take out a rally. Police used force to arrest several students.
