Pulivendula bypoll on December 19.


The Election Commission on Friday announced byelection to Pulivendla Assembly constituency in Andhra Pradesh on December 19. Counting of votes of will be on December 23.

After taking into consideration various factors like requirement of police force, festivities, position of electoral rolls, etc., the Commission decided to hold the bypoll to fill up this casual vacancy.

The notification for filing of nominations will be issued on November 25; last date for filing of nominations, December 2; scrutiny, December 3; last date for withdrawal, December 5, date of poll, December 19; counting of votes, December 23 and date before which election should be completed December 31.

The general election to the Legislative Assembly of Andhra Pradesh was held on post delimitation basis with electoral rolls revised with reference to January 1, 2009 as the qualifying date.

Hence, there is no need to revise electoral rolls further and the byelection shall be held on post delimitation basis in the State.

The Commission has decided to use Electronic Voting Machines (EVMs) in all the polling stations. Adequate number of EVMs has been made available and all steps have been taken to ensure that the poll is conducted smoothly.

In consonance with the past practice, the Commission has decided that the voter’s identification shall be mandatory in at the time of poll.

In order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the electoral rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in these byelections.

The model code of conduct will come into force with immediate effect in the district in which the Assembly constituency is going for by-election.

The model code of conduct shall be applicable to all candidates, political parties and the State government. The model code of conduct shall also be applicable to the Union government as far as Andhra Pradesh was concerned.
